While this is a very interesting idea, it lacks a lot of technical details. Silent running is far more important then having fast torpedoes, its a big deal but not something that would chance the balance of power. Also if the Toledo was damaged it would have been making lots, and lots of noise, and in shallow waters should have been easily tracked by the Russians. Also if the Kursk's hull was so much thicker then then the Toledo's (Los Angeles class subs are not deep divers) then why did it not sustain heavy damage? If the Americans were at fault for ramming the Kursk why did the captain not immediately surface and test the torpedo another day can cause the Americans an international incident? If the Toledo did impact the Krusk there should be hull debris as evidence.
And lastly why did the Russian not make a big deal about it in the international press?

Its a interesting idea but it take a leap of faith to believe it.
